OSX 10.14 issues with IBM notes

we updated him to OSX 10.14

installed fix pack 888 and 993.  after that he kept getting a error about notes wanting to control the system. checked the box to allow notes to control the system and the pop-up kept popping up. 

So I uninstalled notes and reinstalled with the fix packs. then notes would not open.

i repeated the process after i wiped the ini with the same result. 

then i tried installing new java and then i downgraded to java 151.

i move the contents of his data folder and then just moved what i needed to  the data folder and that worked.

so something was corrupted in his data folder preventing the notes launch.

I then got the pop-up again for notes to control the system. below i have added screen shots of preferences to show what needs to be check and what does not.
