WINDOWS 7 and 10 - Can't load user's profile when logging into PC

Can't load user's profile when trying to logon onto there PC.
When a user tries to logon onto a PC and the error says The USer Profile Service failed the logon. User profile cannot be loaded.
1) Login as local admin
2) Open Windows Explorer
3) Go to the Folder Path- C:\Users\Default\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM
4) Delete all .sqm files in the SQM folder
5) Reboot the PC
6) Have the user to try logging on on again with their credentials and it should load there Windows Profile successfully.
