Windows could not connect to the System Event Notification Service service

This message occurs when a user tries to login into their PC and this error message pops up.

1)  Login as local admin

2) Run the command prompt as administrator

3)  Type in the command prompt: netsh winsock reset

4)  Once the message says restart your PC.  

5) Once the PC has restarted then have the user enter their credentials.  They should be able to login now.
